Texas water experts and leading government officials can't agree on whether climate-change science should play a role in the state's water policies. They can't decide if the state's extending drought is the result of the climate, people or both. One leading official claimed that "at this point, there is too much uncertainty about the science of global warming to use it in Texas' water planning," according to the El Paso Times.
