El Nino is No Big Deal in California This Year; Is Water Rationing Next?

Californians have been wishing for an El Nino that will boost the chance of rain and help alleviate problems from the state's long-running drought. But El Nino has turned into "El Wimpo," according to one weather expert. The system is weak and late, and there is a limited amount of snow in the Sierra Mountains. Farmers are worried, and the citrus crop is suffering.
